Vitsebsk\n\n\nVitsebsk (Belarusian: Віцебск (Vitsebsk); Russian: Витебск (Vitebsk)) is a city with about 400,000 inhabitants in Belarus, near the border with Russia and Latvia. It is the capital of Vitsebsk voblast. Vitsebsk developed from a harbour on the Daugava River (in Belarusian, Dzvina). Vitsebsk is the birthplace of:\n* Marc Chagall, famous painter\n* Zhores Ivanovich Alferov, physicist\n* S. Ansky, playwright, author of The Dybbuk. In January 1991, Vitsebsk celebrated the first Marc Chagall Festival.
